Ukraine
The president of the European Parliament, Roberta Metsola, opened the second November part-session by stating that Parliament “has stood with the people of Ukraine since day one and we stand with them still today.” While grateful that there has been a new push for peace, she said that “this must be a real peace: with justice, and with freedom … based on the principle of nothing about Ukraine without Ukraine.”
Amine Kessaci
The president then paid homage to Amine Kessaci, “a remarkable and courageous young man who risks his life to fight against organised drug crime in France”. Earlier this month, his younger brother Mehdi was shot dead in his home town by drug criminals seeking to intimidate Amine. This was the second of Amine’s brothers to have been killed in this way. However, despite these unspeakable tragedies, Amine continues to speak out, as “silence provides a hiding place for our enemies”. As the house of European democracy, the president said, this Parliament stands beside Amine in his fight against organised crime, just as it stands with France to mourn the murder of Mehdi. She then led members in a minute of silence.
Changes to the agenda
Tuesday
The president announced that the debate on effective use of EU trade and industrial policy to tackle China’s export restrictions would be moved to Tuesday afternoon, as the first item after the votes.
As a result, Tuesday’s sitting will be extended to 23:00.
Wednesday
A debate on Ukraine, with Council and Commission statements on the EU position on the proposed peace plan and EU engagement towards a just and lasting peace for Ukraine, is added to the agenda as a key debate at 9.00. The debate will wind up with a resolution.
As a result, Wednesday’s sitting will be extended to 23:00.
Thursday
A vote on an objection pursuant to Rule 115(2) and (3) on the financing of the 2025 action plan for Tanzania is added to Thursday’s agenda.
Requests for urgent procedure
The President announced a request for urgent procedure from the EPP Group, pursuant to Rule 170(6), on the following legislative file: Bilateral safeguard clause of the EU-Mercosur Partnership Agreement and the EU-Mercosur Interim Trade Agreement for agricultural products. The procedural vote on this request will be taken on Tuesday. If adopted, the vote will be held on Thursday.
