A fresh NRL expansion bid has been launched with the aim of “representing the vibrant culture, heritage, and values of Pasifika and Māori athletes”.

In a statement released on Friday, the Auckland-based Mana Pasifika consortium declared its “strong interest in acquiring a franchise” to join the NRL.
ARLC chairman Peter V’landys has made expansion a key priority, with a PNG franchise’s inclusion into the NRL locked in for 2028.
A Perth-based team is likely to become the 19th franchise but V’landys has also indicated he is hoping to have a 20-team competition by the 2032 Olympic Games in Brisbane.
The Mana Pasifika bid says it “seeks to unite the rich traditions of the Pacific Islands with the passion of New Zealand’s rugby league community”.
“The franchise has garnered widespread support from across the Pacific region and New Zealand, standing as a beacon of unity and pride for the people of Samoa, Tonga, the Cook Islands, Niue and Tokelau,” the statement read.
“This collective backing highlights the franchise’s commitment to representing the diverse Pacific diaspora.
“The bid has also received the resounding support of Tangata Whenua, who have pledged their partnership and blessings for this historic endeavour.
“Together, Māori and Pasifika communities envision Mana Pasifika as a cultural celebration and a pathway for young Pasifika and Māori athletes to shine on the world stage.’
With the Zealand Warriors currently based out of Mount Smart Stadium, Mana Pasifika says it has the backing of Eden Park as a possible home base.
The franchise could follow the same model as Super Rugby’s Moana Pasifika, which is based out of Auckland’s North Harbour Stadium but plays matches across New Zealand and the Pacific.
The consortium’s statement also included the backing of Kiwis representative Fred Ah Kuoi and Auckland Mayor Wayne Brown, who both were of the belief a second New Zealand franchise would benefit the NRL.
“Mana Pasifika embodies the heart and soul of Auckland – our diversity, our heritage, and our love for sport. This franchise will not only strengthen rugby league in the region but also serve as a symbol of unity for all our communities,” Ah Kuoi said.

Mana Pasifika also revealed plans to “establish robust pathways for aspiring players from the Pacific Islands and New Zealand” which proved to be a crucial factor in PNG’s bid to become the 18th franchise.
The consortium said it was tabling a “compelling case for inclusion” once the NRL begins the next phase of expansion negotiations.
