The 35-year-old Howe, recovered from his adductor injury, will play in his first game since Round 24, when the star interceptor was concussed early against Melbourne.
However, Bobby Hill, the 2023 Norm Smith Medallist, remains out of the senior side as he continues to navigate personal issues.
Brisbane dual Brownlow medallist Lachie Neale, meanwhile, holds out hope that his Lions get through to the decider as he plots a miracle return from a calf injury.
The Pies have won four of their past five games against the Lions, including when they prevailed by four points in the nailbiting 2023 grand final.
