Background
In December 2025 Parliament and Council negotiators reached a political agreement to update the 2024 Asylum Law rules regarding the application of the “safe third countries” concept and establishing an EU list of safe countries of origin. These new provisions will give EU countries additional possibilities to reject asylum requests from applicants coming from countries considered safe or when they could have sought protection in a safe third country outside the EU.
The Civil Liberties Committee endorsed the two provisional deals on 27 January 2026. Plenary votes will take place on Tuesday 10 February from 12.30, following a brief debate among MEPs.
Formal adoption by the Council will follow.
