Down 24-26, Lamar Jackson connected with tight end Isaiah Likely for a 26-yard pass to put the Ravens within field goal range with 21 seconds remaining.
However, Loop missed wide right, with the Steelers moving to 10-7 and claiming the AFC North crown in incredulous fashion.
Aaron Rodgers put the Steelers ahead 26-24 with a rainbow touchdown pass to Calvin Austin, who juked a defender out of his shoes.

And the Ravens gave absolutely everything against their arch-rivals, with MVP quarterback Jackson coming alive in the fourth quarter to finish with three passing touchdowns and 238 passing yards for the night.
Jackson and wide receiver Zay Flowers became the first QB-receiver duo in NFL history to connect on two go-ahead fourth-quarter pass touchdowns of 50-plus yards in a single game.
The 42-year-old Rodgers, meanwhile, threw for 294 yards on 31-47 passing for one TD — the 26-yard dime to Austin with 55 seconds remaining — and no interceptions.
